There are two reasons I can think of just off the top of my head, both of which are guesses on my part.
1. Money. They are paying more than any other market right now at ten cents a word. I'm guessing that they have a set budget per issue and have to stick to it.
2. There is a perception out there that the majority of people will not read stories online that are longer than 4k. I always find this kind of amusing, being a five year veteran of OWW and having read entire novels on the computer screen for friends without it being an issue. But there are die hard believers out there that the attention span and comfort level for readers drops off at 4k.
Those are my guesses. Either way, I'm still shut out of the market.
