Ah, but before this (as the wiki says) Urban Fantasy hadn't been recognized/established as a subgenre really. Most of the books in this vein before this were called "contemporary fantasy". I'm thinking the "urban fantasy" label started getting established when a romantic element started being a requirement of the mix. I think it started with paranormal romance and then slid more into the fantasy field and started to be called urban fantasy there.
So when I say this is a forerunner of Urban Fantasy, I mean a forerunner for it becoming its own titled subgenre. I agree that there were quite a few writers long before Charlaine Harris that we would now call urban fantasists, but at the time they weren't being called that.
