Then it might be possible. I'm thinking of the new prosthetic hands that can move based on the user's intention. I know they've tested them on people who've lost hands, but I don't know if they've tried them on people who've never had them, like those exposed to Thalydamide. I know nerve and muscle impulses have to develop (as does skelatal structure, but that's another story) and also that nerve pathways die very quickly if they're not used.
